THE BUSINESS CASE FOR AN INDEPENDENT AND CULTURALLY DIVERSE MUSIC ECOSYSTEM – KEY REPORT BY DAN FOWLER NOW AVAILABLE IN 6 LANGUAGES

IMPALA, the European organisation for independent music companies and national associations, published a landmark report stressing the importance of cultural diversity and independence in the music ecosystem. Authored by policy strategist Dan Fowler, Powering an Independent and Culturally Diverse European Music Ecosystem calls for “an urgent rethink” to address mounting challenges and maximise opportunities.
Although European in scope, the report’s core conclusions resonate in many other territories. It offers compelling recommendations and concrete examples to inspire policymakers and stakeholders across the music value chain to recognise the independent music sector as a true economic engine, and cultural diversity as a counterweight to excessive market concentration. The report’s recommendations for the music industry promote collaboration in the sector and urge stakeholders to be ambitious.
Originally published in English earlier this year, WIN is now making the Executive Summary available in 5 additional languages (Spanish, French, Portuguese, Japanese, and Korean) so that trade associations, independent music businesses, and stakeholders worldwide can use it to advocate for targeted regulation and sector collaboration.

IMPALA is building on Dan Fowler’s foundational report to take its recommendations forward. The first step is through an industrial policy for culture urging governments to put in place a business plan with specific action points to ensure a joined strategic approach. Other work is also in the pipeline.
The translations are part of a broader collaboration between WIN and IMPALA, launched in 2025 under IMPALA’s programme of work co-funded by the EU, to strengthen cross-border cooperation between the global and European independent music sectors. Facilitating access to key reports in local languages and their practical application in other territories ensures that independent music companies worldwide can benefit from IMPALA’s policy and advocacy work.
